Halimah to handle funds for Selangor Tamil schools

KLANG: Selangor executive councillor in charge of education Dr Halimah Ali will be handling the funding for Tamil schools in the state, said Mentri Besar Tan Sri Khalid Ibrahim.
The funds were previously handled by the exco member in charge of Indian affairs Dr Xavier Jayakumar.
Sources said the change was made due to complaints by a large number of parent-teacher associations that the funds had not reached their schools.
Last year, the state government channelled some of the funds via three non-governmental organisations – Child Information, Learning and Development Centre (Child), the Tamil Foundation, and the Education, Welfare and Research Foundation (EWRF) – to upgrade the status of 97 Tamil schools.
Child, Tamil Foundation and EWRF have received RM805,144, RM424,980 and RM358, 257 respectively to date.
Allegations were also rife that the NGOs had been involved in the upgrading works of Tamil schools in Dr Jayakumar’s Seri Andalas constituency alone. The dissatisfaction culminated in a punch-up last Saturday during a meeting on the matter.
In the meeting, which was held at the annex building of the state secretariat, Midlands Tamil School PTA chairman M. Kumaravel was allegedly chased around the meeting hall and beaten up for praising the three NGOs.
According to Kapar MP S. Manikavasagam, the dissatisfaction arose from the NGOs’ failure to ensure all Tamil schools in the state benefited from the allocations.
“My constituency has seven Tamil schools, and only one school has been slightly upgraded by the NGOs,” he added.
Khalid said another meeting would be organised between the state exco and the PTA representatives to find the best solution.

She said this after a meeting with parents of Tamil school students who were unhappy that the state government allocated RM1.6m to three NGOs to run the Tamil School Programmes.The meeting was also attended by the three NGOs, Jeyakumar, the exco in charge of Indian affairs, Kelana Jaya MP Low Goh Burne and Kapar MP S Manickavasagam.Halimah explained that Jeyakumar was given the mandate to manage the allocation because he had volunteered to do so although she was the exco in charge of education.Whenever the allocation issue was raised at state exco meetings, Halimah said Jeyakumar said there were no complaints from the parents and or the NGOs."I'm here to tell you that I had never met with you, the Tamil school parents before," Halimah told the parents. "This is my first time and the time has come now for me to take charge."She said that will raise this matter at the next state exco meeting and then call for another meeting with the Parents and Teachers Association (PTA) chairmen.Scuffle between rival factionsHalimah, the state exco for education, said if Tamil schools faced problems in getting access to the allocation, they can apply to the state government online.She said the government has yet to decide if the RM1.6m allocation for the Tamil School Programmes will continue to be channeled to the three NGOs."We will discuss this at our next exco meeting," she said.A slight scuffle broke out during the meeting last Saturday when rival factions traded barbs and criticised each other.It started when MP Low asked representatives from the three NGOs the reason for not acknowledging the contributions of Pakatan Rakyat leaders in their souvenir programmes.Educational Welfare and Research Foundation (EWRF) special adviser S Pasupathi, who attempted to answer the question, was interupted by Low.Fracas brought under controlThe situation become chaotic and supporters of the both sides began shouting and heckling at each other.When Jeyakumar tried to intervene, he was told off by several angry parents. S Kumaravel, the Midlands Tamil School PTA chairman came to Jeyakumar's rescue and in the process pushed Low who was standing near the edge of stage.S Murali, the president of Tamil Schools' Parent's Association of Selangor (TSPAS), then lunged at Kumaravel who had to fend off a group of PKR members who joined in the fracas.The situation was brought under control by a group of parents. Low, Manickavasagam and Shah Alam MP Khalid Samad were not happy with situation.Order reigned when Halimah asked Jeyakumar and the three NGOs representatives to leave the hall with their supporters.Almost every parent at the meeting urged the state government to freeze the RM1.6m annual allocation which is channelled to the three NGOs.The state government allocates RM4m for Tamil schools annually. RM2.4m is given directly to Tamil schools while the remaining RM1.6m is given to the three NGOs to run the Tamil School Programmes.Besides the Educational Welfare and Research Foundation (EWRF), the other two NGOs are the Tamil Foundation (TF) and Child Information Learning Development Centre (CHILD).The issue of the RM1.6 m allocation came to a boil when Murali, the TSPAS chairman, accused the the three NGOs of mismanaging the funds.
Jeyakumar: Let exco decideWhen contacted, Jeyakumar said the decision on who handles allocations for Tamil schools will have to be made by the state exco.“I was mandated to manage Tamil schools in an exco meeting... a decision must be made at the next exco meeting before Halimah can take over this matter,” he said.He said that Halimah cannot make a decision on the matter on her own. Jeyakumar is the state exco in charge of estate workers and poverty.
The next exco meeting, due later this week, is expected to be a heated affair with both Halimah and Jeyakumar reporting on the status of allocations for Tamil schools in the state, as well as on what had transpired at the Saturday meeting.

சிலாங்கூர் மாநில அரசு தமிழ்ப்பள்ளிகளின் மேம்பாட்டிற்காக மூன்று அரசு சார்பற்ற அமைப்புளுக்கு வழங்கிய மானியங்கள் குறித்து விளக்கம் அளிப்பதற்காக கூட்டப்பட்ட சிலாங்கூர் மாநில தமிழ்ப்பள்ளிகளின் பெற்றோர்-ஆசிரியர் சங்கங்களின் பிரதிநிதிகள் கூட்டத்தில் தமிழ்ப்பட பாணியிலான அடி, உதை, கலாட்டா சிறப்பாக நடந்தேறியதால், அக்கூட்டம் முற்றுப்பெறாமல் முடிவுற்றது.

சிலாங்கூர் ஆட்சிமன்ற உறுப்பினர் டாக்டர் ஹலிமா தலைமையில் நடைபெற்ற அக்கூட்டத்தில் தமிழ்ப்பள்ளி மாணவர்களின் மேம்பாட்டிற்காக சிலாங்கூர் மாநில அரசு வழங்கிய மானியத்தைக்கொண்டு நடத்தப்பட்ட பல்வேறு செயல்திட்டங்கள் குறித்து அனைத்து விவரங்களையும் அம்மூன்று அரசு சார்பற்ற அமைப்புகளின் சார்பில் கா. ஆறுமுகமும் சி.பசுபதியும் வழங்கினர்.

சுமார் 150 பேர் பங்கேற்ற அக்கூட்டம் சிலாங்கூர் மாநில சட்டமன்றத்தின் இணைப்புக் கட்டடத்தில் நேற்று பிற்பகல் மணி 3.00 அளவில் தொடங்கியது.

உயர்மேடையில், டாக்டர் ஹலிமா, கா.உதயசூரியன், டாக்டர் சேவியர், சி.பசுபதி, கா.ஆறுமுகம் மற்றும் சி.எம்.இளந்தமிழ் ஆகியோர் அமர்ந்திருந்தனர்.

சிலாங்கூர் மாநில பெற்றோர்-ஆசிரியர் சங்கங்களின் பிரதிநிதிகளைத் தவிர்த்து இன்னும் பலர் அக்கூட்டத்தில் இருந்தனர்.

நாடாளுமன்ற உறுப்பினர்கள் எஸ். மாணிக்கவாசகம், லோ சவ் பூன், காலிட் சாமாட் ஆகியோரும் சில சட்டமன்ற மற்றும் நகராண்மைக்கழக உறுப்பினர்களும் அங்கிருந்தனர்.

தமிழ் வாழ்த்து பாடிய பின்னர், முதலில் கா. ஆறுமுகமும் அவரைத் தொடர்ந்து சி.பசுபதியும் சிலாங்கூர் அரசு மூன்று அரசு சார்பற்ற அமைப்புகளுக்கு வழங்கிய மானியத்தைக்கொண்டு அமல்படுத்தப்பட்ட செயல்திட்டங்களை புள்ளிவிபரங்களுடன் பவர்பொய்ண்ட் வழி விவரித்தனர்.

டாக்டர் ஹலிமா கூட்டத்தில் பங்கேற்றிருப்பவர்களின் கருத்தைக் கூறமாறு கேட்டுக்கொண்டதைத் தொடர்ந்து, முதலில் மிட்லெண்ட்ஸ் தோட்ட தமிழ்ப்பள்ளி பெற்றோர்-ஆசிரியர் சங்கத்தைச் சேர்ந்த குமாரவேலு கொடுக்கப்பட்ட விளக்கத்தை ஏற்றுக்கொண்டு தமது மனநிறைவைத் தெரிவித்ததுடன் மாநில அரசுக்கு அவரின் நன்றியைத் தெரிவித்துக்கொண்டு பாராட்டும் தெரிவித்தார்.

அவரை அடுத்து, டாக்டர் சிவகுமாரன் அவர் தயாரித்திருந்த அறிக்கையின் நகல்களை மேடையில் அமர்ந்திருந்தவர்களிடம் வழங்கியதோடு பள்ளிக்கு ஆறு ஏக்கர் நிலம் வழங்கப்பட வேண்டியது குறித்து, குறிப்பாக சைம்டார்பியைச் சுட்டிக்காட்டி, விபரங்கள் அளித்தார். மேலும், மாநில அரசாங்கம் இதன்பால் கவனம் செலுத்துமாறும் கேட்டுக்கொண்டார்.

அடுத்து கருத்து தெரிவித்த இன்னொரு டாக்டர் ஆக்கரமான கேள்விகளைக் கேட்டார், கருத்துகளையும் தெரிவித்தார்.

இதற்குப் பின்னர் நடந்ததெல்லாம் கலாட்டாதான்.

பாரிசான் தலைவர்களுக்கு இடமா?

இருக்கையில் அமர்ந்திருந்த கிளானா ஜெயா நாடாளுமன்ற உறுப்பினர் லோ சவ் பூன், இடபுள்யுஆர்எப்பின் செய்தித்தாளைக் கையில் பிடித்துக்கொண்டு சிலாங்கூர் மாநில அரசு வழங்கிய மானியத்தில் நடத்தப்பட்ட செயல்திட்டங்களுக்கு மனிதவள அமைச்சர் டாக்டர் எஸ்.சுப்ரமணியம் மற்றும் சில பாரிசான்காரர்கள் அழைக்கப்பட்டது ஏன் என்று வினவியதோடு சிலாங்கூர் மாநில அரசின் பெயர்கூட அச்செய்தித்தாளில் குறிப்படவில்லை என்பதைச் சுட்டிக்காட்டி ஏன் என்று வினவினார்.

இக்கேள்விக்கு பதில் அளித்த சி.பசுபதி, செய்தித்தாளின் 10 ஆம் பக்கத்தைச் சுட்டிக்காட்டி அதில் கூறப்பட்டிருப்பதை வாசித்துக் காட்டினார். அவர் மேலும் பல விபரங்களைச் சுட்டிக்காட்டினார்.

ஆனால், லோ தொடர்ந்து ஏதேதோ கேட்டுக்கொண்டிருந்தார். அதேவேளையில், கூட்டத்திலிருந்த பலர் கூச்சலிட்டனர். இன்னும் பலர் தலைவர்கள் அமர்ந்திருந்த உயர்மேடையை நோக்கி கூச்சலிட்டுக்கொண்டே ஓடிவந்தனர்.

கண்மூடி கண் திறப்பதற்குள், நாடாளுமன்ற உறுப்பினர் லோ உயர்மேடையின் முன் நின்றுகொண்டு ஆறுமுகம் மற்றும் பதியுடன் கடும் வாக்குவாதம் செய்து கொண்டிருந்தார்.

சேவியருக்கு இடமில்லை

அங்கு ஏற்பட்ட குழப்பத்தைக் கையாளும் எண்ணத்தில் டாக்டர் சேவியர் பேச முயன்றார்.

டாக்டர் சேவியர் பேசக் கூடாது. அவர் அங்கிருக்கக்கூடாது. டாக்டர் ஹலிமாதான் கூட்டத்தை நடத்த வேண்டும். சிலாங்கூர் மாநில மந்திரி புசார் இக்கூட்டத்தை நடத்துவதற்கு டாக்டர் ஹலிமாவுக்குத்தான் அனுமதி அளித்துள்ளார் என்று சிலாங்கூர் தமிழ்ப்பள்ளி பெற்றோர் சங்கத்தின் தலைவர் எஸ். முரளி வாதிட்டார்.

கூட்டத்தினரில் பலர் உயர்மேடையைச் சூழ்ந்து கொண்டு டாக்டர் சேவியர் மற்றும் கா.உதயசூரியன் ஆகியோரைத் திட்டத் தொடங்கினர்.

அக்கட்டத்தில் எஸ். முரளி உயர்மேடையை நோக்கி பாய்ந்து வந்து பசுபதியையும் ஆறுமுகத்தையும் பார்த்து “என்னடா செய்வீங்க திருட்டுப்பயல்களே”, “தமிழ்ப்பள்ளி பணத்தை கொள்ளை அடிச்சிட்டு, என்ன நாடகமா !

இச்சம்பவத்தால் அதிர்ச்சியடைந்திருந்த பசுபதியும் ஆறுமுகமும் அமர்ந்திருந்த உயர்மேடையில் ஏறுவதற்காக பாய்ந்த முரளியையும் அவரது ஆதரவாளர்களையும் பலர் போராடி தடுத்து நிறுத்தினர்.

மேலும், பலர் பசுபதிக்கும் ஆறுமுகத்திற்கும் பாதுகாப்பு வழங்கினர்.

இக்கட்டத்தில் சிலர் குமாரவேலுவை திட்டி தாக்கவும் தொடங்கினர். அவர்களுடன் சேர்ந்து முரளியும் குமாரவேலுவை தாக்குவதற்காக அவரை மண்டபத்தைச் சுற்றி விரட்டி வந்தனர். அவர் நாற்காலியாளும் தாக்கப்பட்டார்.

உயர்மேடையின் வலதுபுறமிருந்த மைக்ரோபோனையும் தூக்கிக்கொண்டு அடிக்க முற்பட்டனர். ஆனால், அது மீட்கப்பட்டு மீண்டும் அது இருந்த இடத்தில் வைக்கப்பட்டது. இக்காட்சி தைவான் நாடாளுமன்றம், தமிழ்நாடு சட்டமன்றம் ஆகியவற்றில் அடிக்கடி நடைபெறும் அசிங்கமான காட்சிகளை நினைவுறுத்தியது.

இக்கலாட்டாவின்போது டாக்டர் சேவியர் அங்கிருந்து வெளியேறினார்.

சிறிது நேரத்திற்குப் பின்னர் சி.பசுபதிக்கும் கா. ஆறுமுகத்துக்கும் அங்கிருந்தவர்கள் பாதுகாப்பு அளித்து அங்கிருந்து வெளியே அழைத்து வந்தனர். மற்றும் பலர் அங்கிருந்து வெளியேறினார்.

அதன் பின்னர், அஙடாக்டர் ஹலிமா கூட்டத்தைத் தொடர்ந்து நடத்தினார்.

போலீஸ் புகார்

தாக்குதல் நடத்தியதற்காவும் கிரிமினல் மிரட்டல் விடுத்ததற்காகவும் எஸ். முரளிக்கு எதிராகப் போலீஸ் புகார் செய்யப்போவதாக கா.ஆறுமுகமும் அவரது ஆதரவாளர்களும் தொடர்பு கொண்டபோது கூறினர்.

கிளானா ஜெயா நாடாளுமன்ற உறுப்பினர் லோ சவ் பூன், எஸ்.முரளியுடன் இணைந்து அரசு சார்பற்ற அமைப்புகள் தமிழ்ப்பள்ளிகளுக்காக அமல்படுத்தும் திட்டங்களைக் களங்கப்படுத்தும் தெளிவான நோக்கத்தைக் கொண்டிருந்தது குறித்து தாம் வருத்தப்படுவதாக கா.ஆறுமுகம் மேலும் கூறினார்.

தமது பிளேக்பெரி கைத்தொலைப்பேசியைத் தம்முடைய பிடியிலிருந்து வலுவாக தட்டிவிட்டதாக லோ மீது ஆறுமுகம் குற்றம் சாட்டினார்.

“அங்கு நடந்த கலாட்டாவை, அந்த எம்பியின் நடத்தை உட்பட, நான் அதில் பதிவு செய்துள்ளேன். அவருக்கு அதன் விளைவு தெரிந்திருக்கலாம் ஏனென்றால் வீடியோ அவரின் அரசியல் வாழ்க்கையின் உயிராயிற்றே”, என்று கா. ஆறுமுகம் மேலும் கூறினார்.

லோ தட்டிவிட்டு கூட்டத்தினரின் மத்தியில் விழுந்த அந்த பிளேக்பெரி திரும்பக்கிடக்கவில்லை என்றார் ஆறுமுகம்.

Dr Xavier seleweng dana sekolah Tamil RM1.67 juta

Persatuan Ibu bapa dan Guru (PIBG) Daerah Klang hari ini meminta polis menyiasat Dr. Xavier A. Jayakumar yang didakwa menyalah guna kuasa dalam pengagihan Tabung Dana Sekolah-Sekolah Tamil Selangor berjumlah RM1.67 juta tahun lalu.

Permintaan itu terkandung dalam laporan polis yang dibuat oleh anggota jawatankuasa PIBG Daerah Klang, G. Jeganathan, 44, di Ibu Pejabat Polis Daerah Klang di sini hari ini.

Xavier yang merupakan Exco Kerajaan Selangor didakwa mengagihkan wang tabung tersebut yang diperuntukkan oleh kerajaan negeri kepada tiga pertubuhan bukan kerajaan (NGO).

Tiga NGO yang didakwa menerima peruntukan itu adalah Pusat Pembangunan, Pembelajaran dan Maklumat Kanak-Kanak (CHILD), Yayasan Penyelidikan, Kebajikan dan Pendidikan (EWRF) serta Yayasan Tamil.

"Sepatutnya wang peruntukan itu diberikan terus kepada lebih 90 sekolah Tamil atau PIBG di Selangor," kata Jeganathan ketika ditemui pemberita di sini hari ini.

Menurut beliau, laporan itu dibuat kerana pihaknya tidak berpuas hati dengan tindakan Xavier menyalurkan wang RM1.67 juta itu kepada tiga NGO dan bukannya kepada pihak PIBG atau sekolah-sekolah Tamil Selangor seperti yang sepatutnya.
